20020717: 12 km Eta output fields-tile format

In an effort to make full-resolution output from the Meso Eta Model
runs more easily accessible to users, we have started creating a set
of sectional subsets of 12 km fields.  (Our current 32km tiles are
described at http://www.emc.ncep.noaa.gov/mmb/research/tiles.221.html
and Geoff Manikin's new page describes the new 12km tiles at
http://www.emc.ncep.noaa.gov/mmb/research/tiles.218.html)

To keep the size of each "tile" around 1500 kb, we subset the domain
of AWIPS GRIB grid #218 (for a display of AWIPS grids see Eric Rogers'
website http://www.emc.ncep.noaa.gov/mmb/etagrids/) into 54 subsets
or tiles using a breakdown of 9 in the east-west direction and 6 in
the north-south direction.  We count them starting with 01 in the
southwest corner proceding eastward (see webpage or attached gif file).

Each tile contains a full complement of fields and everything is there
that is needed to run the workstation Eta Model (if you need the model
see Matt Pyle's webpage http://sgi62.ncep.noaa.gov:8080/wrkstn_eta/ or
for NWS/SOO's contact Bob Rozumalski at roz@xxxxxxxxxxxxxx or
Robert.Rozumalski@xxxxxxxx). Matt's software generates initial and
lateral boundary conditions for the workstation Eta from the ftp'ed
files and allows for the combination of multiple tiles.

The tiled grids are available for anonymous ftp from:
ftp://ftpprd.ncep.noaa.gov/pub/data/nccf/com/eta/prod/eta.yyyymmdd
where yyyy is the year, mm is the month and dd is the day.

Tile files are in directories named /tiles.thhz/ where hh is the cycle
time of 00,06,12 or 18.

This directory contains the new 12km tiles with names
eta.thhz.awip218ff.01 through eta.thhz.awip218ff.54 where hh is the
cycle time of 00,06,12 or 18 and ff is the forecast hour of
00,03,...,48.

This directory also contains the old 32km tiles with names
eta.thhz.awip32ff.01 through eta.thhz.awip32ff.36 where hh is the cycle
time of 00,06,12 or 18 and ff is the forecast hour of 00,03,...,84.
