Hi Heng,
All catalogs you want served by TDS must reside in the content/thredds
directory tree but not in content/thredds/public. The public directory
is reserved for any non-catalog files you want made available by HTTP
(e.g., gif, jpg, css files). They are available at the URL:
http://server:port/thredds/<fileName>
