Hi Ken:
The ToolsUI webstart has a new jar dependency, so it needs a new JNLP
file. The new JNLP file is correct in the latest 4.0.26 release.
The old (3.16) webstart URLs will no longer work.

We are running THREDDS Data Server Version 4.0.17 on Apache
Tomcat/5.5.23. The webstart from our old server, which is being
retired, still works but is not available publically any more. The old
version is 3.16.48.0 on Apache Tomcat/5.5.17.
