[AWIPS #VIE-421829]: Alarm/Alert Text Workstation

Hello,

I have to say, I have not tested/used the alarm function at this point in our 
version of AWIPS so I cannot report on it's current functionality. I have a 
feeling it's not configured to run fully on our version. I will put it on our 
list of things to look at.
