ncWMS is an Open Source implementation of the Open Geospatial Consortium's Web Map Service (WMS) specification for multidimensional gridded environmental data. ncWMS can read data in a large number of common scientific data formats — notably the NetCDF format with the Climate and Forecast (CF) conventions — and efficiently generate map imagery in thousands of different coordinate reference systems.
The ncWMS project has been spearheaded by long-time Unidata collaborator Dr. Jon Blower of the University of Reading E-Science Center. Dr. Blower and with several co-authors from the E-Science Center have published a paper description of the ncWMS system in the Open Access journal Environmental Modelling and Software: A Web Map Service implementation for the visualization of multidimensional gridded environmental data.
Unidata's THREDDS Data Server (TDS) incorporates ncWMS to provide data access via the WMS protocol for gridded datasets that contain appropriate coordinate system information. For details on the TDS implementation, see TDS Web Map Service.
Just a quick correction, the journal, Environmental Modeling and Software is not "Open Access".

Indeed, the journal itself is not "Open Access." Thanks for providing that correction.
The paper highlighted here is, however, freely available at the link provided.
