AWOS sites added to NADIN and then WMSCR are dependent on the owner
of the AWOS, which can be the airport, the city/town it is in, or the
state.
What type of AWOS is installed (AWOS-A, AV, 1, 2, 3, 3P, 3PT) is up to
the owner, and only AWOS-3 and above can be added to NADIN. The
communication costs to get the site's METARs routed to NADIN for all
to see are sold separately. I believe when any AWOS is installed,
the company's that sell the equipment try to sell the NADIN service,
but it is up to the AWOS purchaser. Some sites get NADIN service
as soon as they are commissioned, some years after their commissioning,
and some after a few decades still have no NADIN service.
Just about all AWOS installed in the last 30 yr or so are non-Federal.
Federally-owned (FAA) AWOS were installed starting in 1989 and
done by the mid-90s. All FAA AWOS are on NADIN I think.
