I see; we have it set up so that
the libncdap3 code is folded into libnetcdf,
so, it should be there ready for use.

Although make builds the software in libncdap3, and "make test" in
ncdap_test runs a set of tests, "make install" yields the following,
and the DAP support doesn't end up in the installation.
