The generation of the fillers is an error.
I have checked in a fix and it should show up
in the snapshot available tomorrow.

I've tried using:
ncgen -k ? -b topo.cdl
with k=1-4
The result seems to be the same. I use both ncview and a costum python
program to view the file.
For now the .cdl file is filled with i+j when looping over the
dimensions in the file.
Inspecting topo.cdl the length of the file is OK and also the values.
ncgen seems only to 'fill' the lower part of the domain with values -
the rest is bigger than 10e36.
