Indeed --disable-hdf5 --enable-netcdf4 should not be used.
If building without netcdf4, I don't believe any quantize features will
work. (I'm not sure whether the Zarr layer provides them).
Also make sure you are on the latest release of both the C and Fortran
libraries.
