[McIDAS #DFM-438704]: Status of GOES-19 support in McIDAS

Sites have always been able to change/fix code in their local installations.
Unidata and NOAA have been prime examples of sites that have made modifications
and enhancements, and a number of the changes/additions were eventually
adopted into the SSEC repository for core McIDAS.
